89th Legislative Session By the Numbers: What We Advocated For — And What We Won

The 89th Texas Legislative Session has just come to a close, and it was unlike anything we’ve seen.
Thousands of bills filed. Hundreds of hours of testimony. Countless moments of uncertainty. And yet… We delivered.
By the Numbers:
- 8,719 Bills Filed
 - 366 Bills tracked by Texas CASA
 - 1,208 Bills passed and sent to the Governor
 - 240 Texas CASA Action Alerts
 - 7 Network-Wide Legislative Updates Calls
 - 280 Advocates at CASA Day at the Capitol
 - 54 Local CASA Programs Represented at CASA Day at the Capitol
 - 158 Legislative visits on Capitol Day
 - Texas CASA’s Public Policy Team testified 20 times in House and Senate Committees
 - Countless emails, phone calls and text messages by concerned members of the CASA network answered
 
All of these numbers tell a story. But they point to one truth:
Ultimately, our job at Texas CASA is to secure the state funding we need to support children and families.
We cannot do this work without it.
And this year, these were the numbers we knew we needed and successfully secured:
- $1.5 million increase in the state budget to cover new HHSC background check requirements for CASA board members, staff, and volunteers (SB 1)
 - $177 million – Full restoration of VOCA funds in the supplemental appropriations bill (HB 500)
 
In a session where many respected organizations saw cuts, delays, or silence, CASA stood firm. That happened because of usted — your advocacy, your relationships, and your willingness to keep showing up.
And it happened because lawmakers, legislative staff, and judges across the state believe in what we do. They see your work. They trust your voice. And they know CASA delivers — quietly, powerfully, and persistently.
I also want to lift up our Public Policy team. They worked around the clock — often behind the scenes — to protect our priorities.
